The article is devoted to the topic of unjustified refusals to initiate criminal cases in the Russian Federation. In particular, it considers the issues related to the grounds for initiating a criminal case and its refusal. The material base of the article was made up of studies by scientists, legal experts in this field of research. General scientific methods (description, analysis, synthesis, induction), specific scientific methods of cognition of legal phenomena (method of analysis of normative legal texts) were used. The article reveals various aspects, analyzes the existing practice of making decisions on the initiation of criminal cases, identifies the criteria leading to refusals, including the reasons for refusal, statistical data, and the impact on victims and society. Appealing a refusal to initiate a criminal case can be complicated by complex procedural requirements. These requirements may include certain deadlines for filing complaints, the need to prepare additional evidence and are an important part of the criminal justice system and serve to protect citizens.
