The article analyzes the theoretical characteristics of the institute of public control, its concept and elements. The provision is established that public control is a form of implementation of civil society and a tool that allows the population to assess the work of structural elements of the mechanism of the state, including police officers, to identify problematic issues that require immediate response. The process of forming a Public Council under the Ministry of Internal Affairs of Russia is considered. The author substantiates the position that the specifics of building relations between civil society and the state indicate the stability of the ongoing state-legal processes.
