Cultural life of the city evolved within a complex context of historical, social, religious, and political conditions, which determined the specific nature of its formation. A primary distinctive feature was a unique religious environment that united representatives of various religious denominations, such as Christianity, Islam, Judaism, paganism, and other beliefs. An important factor for the development of urban culture was the expansion of construction and population growth. The nobility and the increase in its representation among the population of the city exerted a noticeable influence on the formation of the local urban culture. A significant impact on the development of the urban environment was made by the organization of the educational system in the Ufa Governorate. Educational programs, alongside traditional subjects, included disciplines aimed at developing aesthetic taste and musical abilities. The opening of schools for the indigenous population (maktabs and madrasas), where instruction was conducted in the Turkic language, was of strategic importance for the establishment of urban culture.
