Personnel management within the Russian Ministry of Internal Affairs, being a strategically important task, involves moral and psychological support, one of the types of which, according to the order of the Ministry of Internal Affairs No. 500 dated August 27, 2024, is political and educational work. Within this structure, spiritual and moral education is prominent, implemented by employees of personnel management departments. The training of such specialists at departmental universities, for example at St. Petersburg University of the Ministry of Internal Affairs of Russia, requires scientific and pedagogical foundation. The purpose of this study is to identify and define the areas of ignorance in the field of training future personnel department employees for the implementation of spiritual and moral education of internal affairs personnel. The methodological basis for the study is a humanitarian-anthropological approach. The following methods were applied: comparative analysis of regulatory legal acts regulating educational activities, as well as scientific and pedagogical literature; theoretical analysis of concepts; synthesis. This article presents a historical and pedagogical analysis of educational practices during the Soviet period and compares them with the current system of spiritual and moral education in the Russian Federation. It was found that, despite the existence of research on the training of personnel for educational work in law enforcement agencies, the targeted development of competencies for the spiritual and moral education of internal affairs officers in the context of contemporary sociocultural changes remains insufficiently studied. The authors identify a number of design challenges for this training related to the need for future specialists to acquire extensive general cultural and androgynic knowledge. The study identifies a gap in knowledge, including undeveloped aspects of the content, as well as adequate means and methods for training future employees for personnel management units for spiritual and moral education in the context of moral and psychological support. A promising direction for further research is to axiologize the content of this training and develop methods for its didactic support.
