Based on the study of doctrinal sources in various works of legal scholars, as well as the analysis of regulatory legal data, the article defines the concept of the state-legal regulation of activities to combat the fascist-nationalist underground. The key concepts reflecting the legal aspects in the state-legal regulation of the fight against the fascist-nationalist underground are analyzed. The characteristics of the state-legal regulation of the fight against the fascist-nationalist underground, the concepts of “fascism”, “nationalism”, “underground” are given. The object of legal regulation of the fight against the underground is determined. The main directions of the fight against the underground are considered. This category is considered in the context of the fight of the bodies and troops of the NKVD of the USSR against the fascist-nationalist underground in Ukraine, Belarus and the Baltic States in 1944–1955.
