In the article the author considers a number of scientific papers published in 1920–1930 in the RSFSR and the USSR, conclusions are drawn about the features of the criminal environment and its subculture, the need to borrow the experience of employees of the People’s Commissariat of Internal Affairs in terms of creating a classification of crime and Soviet legal scholars in terms of a comprehensive study of the criminal environment and its subculture.
