ADMINISTRATIVE AND CONTRACTUAL LEGAL RELATIONS IN THE UNIFIED SYSTEM OF PUBLIC AUTHORITY

Abstract (English):
The problems of interaction between state and municipal authorities within the framework of a unified system of public authority are relevant, taking into account constitutional changes in public law regulation. The article analyzes the administrative and contractual legal relations mediating the interaction between federal executive authorities and executive authorities of the subjects of the Russian Federation, as well as local self-government bodies, and identifies features in the difference in the legal statuses of these bodies. The conclusion is made about the possibility of interaction between public authorities that are not under organizational and managerial subordination, through the conclusion of agreements, which by their nature should be attributed to administrative contracts.
