The article examines the historical experience of legal regulation of gambling in foreign countries. The features and etiology of the formation of state policy in the field of regulation of gambles and gambling activities in the countries of the Anglo-Saxon, Romano-German and Muslim legal families are analyzed. The main stages and patterns of formation of the institution of criminal responsibility for illegal organization and conduct of gambling abroad are revealed, the characteristics of the current state of legalization of gambling in certain foreign countries are given, the similarities and differences of legal systems are noted. Based on the analysis of the formation of the institution of criminal responsibility in foreign countries, the author comes to the conclusion that there is a certain dependence of the state policy in the field of gambling on the religion prevailing in a particular country.
