In modern international relations, politics has begun to exert an increasing influence on the realization of law. This was one of the key reasons that the Russian Federation decided not to comply with the decisions of the European Court of Human Rights. This decision gave rise to another wave of discussions about the possibilities of implementation of the constitutional norm establishing guarantees for the protection of human rights and freedoms at the international level. In this article, the author attempts to change the prevailing opinion about the exclusivity of this human rights body by summarizing and systematizing information about interstate bodies for the protection of rights and freedoms. The article examines universal bodies operating within the United Nations on the basis of its charter, as well as interstate treaty bodies of a universal nature, functioning in order to comply with the provisions of treaties on the protection of human rights and freedoms.
