Modern approaches to understanding the institution of administrative penalties: issues of theory and practice

Abstract (English):
Currently, many traditional ideas are undergoing a radical revision – about society and the state, about man and personality. Such a turning point in the development of events requires the scientific community to take decisive measures to revise the existing model of humanity, including by creating the conceptual foundations of its new, promising model. The 21st century clearly shows that the paradigm of science in the modern world is changing, which is also due to the events of recent years – the COVID-19 pandemic, unprecedented sanctions pressure exerted on Russia by Western countries, the dynamic pace of digitalization, and the strengthening of the multipolarity factor in the world community. In the light of what is happening, modern theoretical and practical approaches to understanding administrative penalties and their inevitability in the context of administrative responsibility deserve special attention.
