Abstract (English):
The article analyzes the problem of attributing the system of local governments to the system of public authority. The author considers the following issues: 1) the legal nature and essence of local self-government; 2) legal regulation of the institution of local self-government; 3) the concept and organizational forms of public authority; 4) the relationship between the concepts of “system of public authority” and “system of government bodies”. The analysis of the problem is based on scientific literature, normative legal acts, as well as acts of the Constitutional Court of the Russian Federation and other specialized sources of information. The author proposes a simple, accessible and cost-effective solution to the above-mentioned problem in the form of a deep theoretical study of the conceptual apparatus by the legislator.
