The article examines the history of the development of author’s supervision during the Soviet period. The author comes to the conclusion that its appearance was caused by the urgent need to ensure control functions on the part of design organizations over the construction process in order to timely and high-quality completion of all construction work, as well as to reduce their cost. It was during the Soviet period that the term “author’s supervision” was first introduced at the by-law level, which was initially considered as an inseparable element of any construction. The analysis of the legislation of the Soviet period gives grounds to determine the legal nature of copyright supervision as dual with the strengthening of public principles. The author concludes that this vision of copyright supervision does not meet the requirements of our time and proposes to consider it as an institution of private law.
