The study of the activities of law enforcement agencies in diferent periods of the history of our country makes it possible to use invaluable experience in the formation of the basic principles and directions of the work of modern police agencies. This is the relevance of the problem proposed in this article. It examines the of work of the Soviet militia on the eve of the formation of the USSR, when the country was in a state of economic and social crisis, and the militia had to carry out their activities in conditions where there was a gap between the ideology and practice of building socialism. The transition to the NEP − the New Economic Policy − meant a retreat from the principles of socialism: the revival of private enterprise, the introduction of freedom of domestic trade and commodity-money relations, the attraction of foreign capital, permission to use hired labor, etc. During the period of the NEP, the main burden of the fght against economic and other crimes fell on the shoulders of ordinary militia ofcers. Only thanks to the well-coordinated work of the militia and the young Soviet government, it was possible to create favorable conditions for solving social problems, restoring the national economy, and creating a union state headed by the RSFSR.
