The article presents a historical and legal study of the formation and development of criminal liability for the retail sale of alcoholic beverages to minors in Russia. The study covers the period from the Old Russian state to the present day, it identifies the key stages of legal regulation in this area and the attitude of society towards the issue of selling alcoholic beverages to minors and alcohol consumption at different stages of historical development. The author examines the evolution of prohibitions on alcohol consumption by minors, from religious and moral norms to legislative restrictions and administrative and criminal prohibitions. Based on the conducted research, the historical patterns of the formation and development of criminal liability for the retail sale of alcoholic beverages to minors, the problems of the effectiveness of the current liability mechanisms have been identified, and the directions for improving the current legislation and preventive measures have been proposed.
