Статья посвящена многогранной деятельности профессора Н. А. Катаева в качестве ученого, педагога и руководителя Уфимской высшей школы МВД России. Рассматриваются основные этапы его профессионального пути, вклад в развитие истории и теории государства и права, методикиформирования образовательных программ и достижения в области управления вузом. Исследование основано на анализе научных трудов, архивных документов и воспоминаний коллег. Результаты демонстрируют уникальный синтез академической и управленческой экспертизы, подтверждая значительную роль Н. А. Катаева в создании и становлении Уфимской высшей школы МВД России. Научная деятельность Н. А. Катаева способствовала теоретическому осмыслению проблем разграничения полномочий между центром и регионами и стала одним из главных направлений его научных интересов, которые в том числе касались наиболее сложных вопросов теории и истории пенитенциарного законодательства Российской Федерации.
The article explores the multifaceted work of Professor N. A. Kataev as a scholar, educator, and Head of Ufa Higher School of the Ministry of Internal Affairs of Russia. It examines the key stages of his professional career, his contributions to the history and theory of state and law, his methods for developing educational programs, and his achievements in university management. The study is based on the analysis of scholarly works, archival documents, and colleagues' memoirs. The results demonstrate a unique synthesis of academic and managerial expertise, confirming N. A. Kataev's significant role in the creation and development of Ufa Higher School of the Ministry of Internal Affairs of Russia. N. A. Kataev's research contributed to a theoretical understanding of the delimitation of powers between the center and the regions and became one of the main areas of his research interests, which included the most complex issues in the theory and history of penitentiary legislation in the Russian Federation.
